Constituent Services

Reaching out and being accessible to residents and businesses has been the cornerstone of Jack’s service as an elected official. Jack understands the importance of constituent service. He has frequently scheduled and attends neighborhood and business meetings to provide the opportunity to address matters of concern, utilizing his experience and extraordinary problem solving skills to delivery successful results.

Financial

  • A top priority of Arlington has been to address long-term financial stability. As a member of the Board of Selectmen, Jack actively participated with the School Committee and financial leaders to create a 5-year financial stability plan that includes controlled growth in our annual town and school budgets, a cap on healthcare costs, a financial need-based tax exemption for our seniors on fixed incomes, and an aggressive effort to restore state aid cuts back to the 2002 level.
  • In an ongoing effort to decrease expenses and efficiency, Jack worked with Selectman LaCourt to consolidate the town Information Technology Operations creating one IT Director for both town and schools.

Schools

  • Waldo ParkAs a major proponent of improving our school buildings, Jack worked diligently as a precinct captain during the campaign to rebuild our first three schools and as a committee co-chair during the successful campaign to gain approval to rebuild our four remaining schools.
  • When a funding shortfall was apparent during the Peirce School renovations, Jack sucessfully proposed the use of CDBG funding to complete the construction of the new playground.
  • When a funding deficit was evident during the Hardy school renovations and the playground improvements were in jeopardy of being eliminated, Jack successfully proposed to the Selectmen and Town Manager an alternate funding source to finish the construction of the new playground.

Transportation

  • Jack responded to traffic, parking, pedestrian, and bicycle safety concerns by successfully proposing the creation of the Transportation Advisory Committee, a group of highly talented individuals with a broad range of technical expertise.
  • In response to the difficulties private way owners were having addressing road improvements, Jack co-authored a warrant article amendment that provides private way property owners the option of having the town borrow funding on their behalf to facilitate the repair process.

Environment

  • In the Reeds Brook area, Jack worked with residents and town officials to develop a plan to address chronic flooding problems and supported Community Development Block Grant funding to transform the adjacent vacant landfill into to a state of the art recreational facility.
  • As a member of the Mugar Land Advisory Committee, Jack facilitated a meeting with the Mugar land owners to explore options to acquire the property to prevent future development to protect adjacent neighborhoods from increased flooding, traffic, noise, and air pollution.

Seniors

  • When parking concerns at our Senior Center were brought to Jack’s attention, he responded by successfully recommending a new short-term parking policy in that area.
  • When our Senior Center patrons expressed concern about inadequate street and building signage, Jack followed up and signage and lighting were quickly installed.

Veterans

jack and mom at viet nam dedicationJack has been an outspoken advocate of Veteran’s benefits and recognition. As a Selectman, he has never missed a Memorial Day or Veteran’s Day Observation.

  • Jack worked closely with the Veteran’s Honor Roll Committee to help facilitate the construction of a monument dedicated to honor the military service of all local veterans.
  • Jack was a member of the Vietnam Memorial Committee that facilitated the construction of a monument to honor Arlington residents killed in action while serving their country in Vietnam.
  • Jack envisioned a reflection sitting area for visitors at Monument Park. He followed through with Town Manager Donald Marquis to make it a reality.

Those In Need

  • Having lost his dad a young age, Jack was compelled to join the Board of Directors of the Children’s Room Center for Grieving Children and Teenagers. The Children’s Room is a non-profit organization that provides bereavement service to families that have suffered the loss of a loved one. As a member of the Board, Jack was the driving force behind the effort to find their current permanent home in Arlington located at 1210 Massachusetts Avenue. He also led an extensive volunteer effort to rehabilitate the house that now hosts the outstanding program that serves over 120 children.
  • For the past 10-years, Jack’s has been the Co-director of a program in partnership with the Recreation Department that teaches Special Needs Children how to ice skate. Jack has often said, “Of all the activities I’m involved in, this is one of the most important and most rewarding ones.”
  • Jack and his wife Dale have been active supporters and participants in the Annual Hurd 5-K Walk fundraising event to benefit programs and activities for the Arlington Special Needs Citizens’ Association.

Neighborhoods

  • When a recommendation was proposed to close the Fox Branch Library due to budget shortfalls, Jack led a successful effort with concerned citizens, now called the Friends of Fox Library, to create an alternative funding source and raise funds privately to subsidize library operational expenses.
  • When concerns about the unsafe condition of many town utility poles were brought to the Selectmen’s attention, Jack stepped up and spearheaded a task force with town departments and utility companies to develop a coordinated replacement plan.
  • Jack responded to neighborhood concerns during the sale and redevelopment of the St. Jeromes Church property. Representing the Board, Jack met with archdioses officials and neighbors to insure reuse alternatives were appropriate for the neighborhood.
  • When public safety concerns were voiced at a recommendation to close a neighborhood fire station, The Board, after careful consideration and the review of response times, unanimously supported Jack’s motion to continue with the three station configuration.
  • When neighbors of Waldo Park expressed concerns over the inadequate and unsafe condition of the playground equipment, Jack responded and successfully proposed the use of CDGB funding to completely renovate the park.

Youth

Jack has enjoyed participating in and coaching sports at the youth and high school level for most of his life. He understands the important lessons learned from sports including teamwork, commitment, good sportsmanship, and physical well-being. He also understands the need for adequate, safe, and well maintained sports facilities to serve all of our citizens.

  • Jack has coached youth Baseball for six years and youth and high school hockey for over 30 years.
  • Jack was the founder and former Chair of the Sports Center Improvement Committee, a group of dedicated individuals that have worked collaboratively to facilitate improvements to the town building that houses the multi-purpose Veterans’ Arena and the Recreation offices.
  • Jack has been a leading advocate of using Federal Grant Funding to reconstruct several sports playgrounds and playing fields.

Community Spirit

Jack understands the importance of community spirit and involvement.

  • Jack came up with the unique idea to hold a concert and simulcast of the Boston 4th of July fireworks at Robbins Farm, an event he chaired in partnership with the Friends of Robbins Farm for several years.
  • In an effort to promote business and community spirit in the East Arlington Business District, Jack came up with the idea of having an annual Feast of the East Festival, an event he has chaired for the past 10 years.
